This is an idea for an amendment that would work like this.
"Any provision of law or regulation of
the United States may be repealed by the several states, and such repeal
shall be effective when the legislatures of two-thirds of the several
states approve resolutions for this purpose that particularly describe
the same provision or provisions of law or regulation to be repealed." What this means is that if 2/3 of the states vote to repeal a federal law, that law would be repealed. This would solve issues where congress shoves through a federal law that most of the country doesn't want to support or time has passed since the law passed and now years out the states no longer want the law, but congress isn't stepping up to remove it.
